Each combination of sailors makes a combination of stars. Find the matching constellations on the sides of the box.
Find the corresponding combinations on the three remaining wheels. Use the solution on the first wheel and the connections found in the slide puzzle.
Shift the buttons on the sides so that their arrows point at the suitable constellations. Here are two examples.

The correct combination is given in the first photo. After setting it, pull out the key.
Once you set the steering wheels correctly, pull the upper pin. You will discover the arrows which will give you the clue about the next step.
Pull out the middle tier of the box to discover the next lock.
The arrows on the upper pin resemble the arrows on the small parts on the side of the box.
There are two symbols which will give you a hint about how to open the lock.
The edges of the small side parts are similar to the (W) and (E) shapes on the box.
Two keys from the upper part of the box serve as keys for this lock.
(W) and (E) stand for West and East.
